AMGA Seeking Regulatory Relief to Preserve Care Access

AMGA is stressing that regulatory relief is urgently needed to prevent broader health care system disruptions, considering the recent Medicaid funding cuts put forth in the One Big Beautiful Bill.

Alexandria, Virginia — In a new letter addressed to HHS Secretary Robert F. Kennedy, Jr, the American Medical Group Association (AMGA) is urging the agency to modernize Medicare regulations, warning that outdated rules and processes threaten health care access and provider sustainability—and could potentially compound the damage portended by the passage of the One Big Beautiful Bill Act.

As it did last month to CMS' Medicare Regulatory Relief request for information (RFI), AMGA has responded to HHS’ “Ensuring Lawful Regulation and Unleashing Innovation to Make American Healthy Again" RFI, highlighting key areas of concern:

  • Stay requirements for skilled nursing facility care
  • Annual wellness visit documentation requirements
  • Provider education in dual-eligible special needs plans
  • Supporting a national or multistate licensing framework for clinicians
  • Streamlining oversight to prevent information blocking
  • Scaling up team-based, value-driven care through revised reporting requirements
  • Greater transparency to the prior authorization process

AMGA stressed that regulatory relief is urgently needed to prevent broader health care system disruptions.

“The combination of rising administrative burdens and historic federal funding cuts is a recipe for reduced access to care,” said Jerry Penso, MD, MBA, AMGA president and CEO. “We need a regulatory system that supports—not impedes—clinicians' ability to care for their patients.”
